Meet The Speaker

Alan is an independent advisor and founder of AlphaTango Strategies. He helps senior leaders create and execute growth strategies by developing new opportunities, strengthening existing relationships, and shaping the policies, regulations, and laws that control how the federal government acquires products and services.
Alan was appointed by President Trump in June 2017 and served as the Commissioner of the US General Services Administration’s Federal Acquisition Service until November 2019. He managed a $2.2B annual operating budget and led 3,500 people responsible for delivering $65B in acquisition and technology solutions annually to create efficiencies across the federal government. As the leader of the government’s largest centralized buying and technology organization, he shaped many of the major acquisition programs driving billions of dollars in federal spending for information technology, professional services, industrial products and services, and travel, transportation and logistics.
He also served as a founding member on two Congressionally mandated boards resulting from the 2017 Modernizing Government Technology (MGT) Act, the Technology Modernization Fund (TMF) and the Federal Acquisition Security Council (FASC). Inside GSA, he championed a centralized Supply Chain Risk program to ensure the products and services offered to federal agencies were not subject to influence from malign actors.
After serving at GSA, Alan held two C-level industry roles from November 2019 through December 2023, including as the Chief Operating Officer at IntelliBridge, where he managed a team of 800 people responsible for delivering $250M per year in digital transformation and mission critical professional services, primarily to law enforcement and national security customers.
Alan started his career as a Presidential Management Fellow at the Pentagon, serving on both the Army staff and in the Office of the Under Secretary of Defense for Acquisition, Technology & Logistics, where he earned the Secretary of Defense Award for Excellence and the Vice President’s Hammer Award for innovation in public service. Later in his career he returned to public service as a member of the Department of Defense’s Task Force for Business and Stability Operations in Iraq and on the staff of the Undersecretary of Defense for Intelligence.
In the private sector, Alan held several leadership roles with profit and loss responsibility including Chief Operating Officer at Berico Technologies, Vice President with Data Networks Corporation, and as a business unit leader at Unison. Additionally, he held delivery and account management roles with Booz Allen Hamilton and FreeMarkets.
Alan holds a Master of Business Administration from Carnegie Mellon University’s Tepper School, a Master of Public Affairs from the University of Texas’s LBJ School, and a Bachelor of Arts from Grinnell College.
